Summary:
There are a lot of reasons why a child might not have a soulmark. It might be a simple issue of irregular skin pigmentation, or the mark might arrive late. Or the child might have another kind of soulmate. Usually these things work themselves out.
In the meantime, for Minako at least, there’s ballet.
Notes: For anyone who likes minor-character backstory, or ballet, or messing around with fandom tropes, or sneaking out from under predestination to go do what you want. Covers a span of time from Minako's childhood up through the majority of canon.
